Free agency exists as an exception to standard eligibility rules and is governed strictly by the following conditions:
1. A chapter is eligible to use free agents only if they have fewer than 6 rostered players from their own crossing chapter.
2. Players from a chapter with 4 or fewer eligible players from their own crossing chapter may declare free agency. Players from chapters that have not registered a team are eligible to berecruited as free agents.
3. Before recruiting free agents, the chapter must first exercise Right of First Refusal — meaning all brothers who crossed at that chapter must be given the opportunity to join the team before outside players are considered.
a. If 6 or more brothers who crossed at that chapter choose to register across different teams, those players must consolidate and form their own chapter team, forfeiting free agent status.
4. Free agents may only be recruited from the geographically closest chapter(s) that have not registered a team.
5. Free agents must still meet all other eligibility requirements (active status, good standing, dues paid, etc.).
6. The merged team name will be identified by the chapter with the larger number of players.
7. Free agency is intended to promote participation, not to allow stacking of talent. The Tournament Director reserves the right to review and deny any free agent placement that appears to violate the spirit of this rule.
The Tournament Director has the right to alter rules, bylaws and bracket structure as needed with reasonable notice to captains.
